How to Apply via eCitizen (Step-by-Step)

Step 1: Register on eCitizen

  • Go to www.ecitizen.go.ke
  • Click "Register" and create an account with your email and phone number
  • Verify your email and phone via the codes sent

Step 2: Navigate to Police Clearance

  • Log in to your eCitizen account
  • Go to "Department of Immigration Services" → "Directorate of Criminal Investigations"
  • Select "Certificate of Good Conduct"

Step 3: Fill Application Form

  • Personal details: Name, ID number, passport number, date of birth
  • Contact: Phone, email, physical address
  • Reason: Select "Employment Abroad"
  • Country: Romania

Step 4: Upload Required Documents

  • Scanned copy of your National ID (both sides)
  • Scanned copy of passport bio-data page
  • Passport-size photo (digital)

Step 5: Pay via M-PESA

  • Cost: KSh 1,000
  • Payment via M-PESA Paybill through eCitizen
  • You'll receive a payment confirmation SMS

Step 6: Fingerprint Capture

  • After payment, book an appointment at your nearest DCI office
  • Bring your National ID and passport
  • Fingerprints will be captured digitally (takes 5-10 minutes)

Step 7: Processing & Collection

  • Processing time: 5-14 working days (usually 7-10 days)
  • Notification: You'll receive SMS when ready
  • Collection: Download from eCitizen account or collect physical copy at Directorate of Criminal Investigations Headquarters (Nairobi)

Important Notes:

  • • The certificate is valid for 6 months from issue date
  • • Must be apostilled before translation for Romania
  • • If you have any criminal record, it will show on the certificate
  • • Processing can take longer during peak seasons (December-February)

Common Issues & Solutions

Issue: Application rejected: ID/Passport mismatch

Solution: Ensure names on ID and passport match exactly. If different, visit immigration to update records first.

Issue: Fingerprints not capturing properly

Solution: Ensure hands are clean and dry. If fingerprints are worn (manual labor), inform officer for manual verification.

Issue: Delayed beyond 14 days

Solution: Visit DCI headquarters with your payment receipt. Bring ID and passport for follow-up.

Issue: Lost certificate before use

Solution: You must reapply and pay again. Keep digital and physical copies safe.

After obtaining your Good Conduct Certificate:

  1. Apostille: Take to Ministry of Foreign Affairs for apostille (KSh 1,000-2,000, 5-10 days)
  2. Translation: Get translated to Romanian by certified translator (KSh 2,000-3,000, 3-7 days)
  3. Upload: Submit apostilled + translated version to your employer/recruiter
